Chief Counsel, Refugee Law & Policy
Elissa Mittman, Esq. is HIAS' Chief Counsel, Refugee Law & Policy. Prior to her current position, she was the Chief Operating Officer (Interim) and, previously, Associate Vice President for U.S. and International Programs at HIAS.
Elissa has a long-standing career in the field of immigration and refugee law and policy, holding various positions with non-governmental organizations, community-based organizations, and the U.S. government. Before joining HIAS, as the National Immigration Director for the International Rescue Committee (IRC), she supervised immigration legal services at IRC's 22 offices throughout the United States and worked on policy, advocacy, and training. She has also been a member of several national working groups that address refugee and asylum policies and procedures. Elissa regularly lectures on refugee, immigration, and Iraq issues, and serves on the board of the Iraqi Refugee Assistance Project (IRAP). She is admitted to the New York Bar.
