Senior Counsel, Refugees & Migration
Rachel Levitan is Senior Counsel for Refugees and Migration, based in HIAS’ Washington, D.C. office.
Working closely with partners in the U.S. Department of State’s Bureau of Population, Refugees, and Migration and at the UN Refugee Agency, she helps drive the agency’s international efforts to increase protection for particularly vulnerable refugees, including survivors of torture and gender-based violence, children, and sexual minorities.
Prior to working with HIAS, Rachel spent eight years in Turkey, where she co-founded and directed Turkey’s first legal clinic for refugees. Before that, she litigated race- and gender-based discrimination claims in federal and state court in New York City.
Rachel has published numerous journal articles and reports on international refugee protection issues. She received her bachelor’s degree from McGill University and an LL.B. from the University of British Columbia, Faculty of Law.
