Deputy Director, HIAS Israel
Sivan Carmel joined HIAS Israel as Deputy Director in July 2008. She is a lawyer and a member of the Israeli Bar Association since 2005. At HIAS Israel, she conducts trainings in refugee and asylum law for attorneys, students, and NGO staff and volunteers. Sivan also works directly with asylum seekers, helping them explore migration possibilities. She has represented HIAS at several international forums.
Prior to joining HIAS, Sivan practiced administrative and commercial law as an attorney in the private sector. She also has served as a Prosecutor in the Military Advocate General Corps of the IDF. Sivan is a graduate of the Hebrew University of Jerusalem Law School and earned her Masters degree in Public Policy from Tel Aviv University. She is a graduate of the International Refugee Law Course, held at the International Institute for Humanitarian Law, San Remo.
Sivan is married to Omer, also an attorney, and the two have a young daughter.
