DHS Secretary Napolitano Addresses JCPA Plenum Delegation

Earlier this week, Department of Homeland Security (DHS) Secretary Janet Napolitano laid out her vision for immigration reform at the JCPA Plenum in Washington, DC. Secretary Napolitano identified three areas for nonpartisan reform: increase the number of visas to make it easier to come to the U.S. legally, expand an employment verification system to "deal with the demand of illegal labor as we also deal with the supply," and deal fairly with those who are here "so they can get right with the law."
