Get rid of the `shout test'

In yesterday's Miami Herald, Mark Hetfield, HIAS' Senior VP of Policy & Programs, discussed the "shout test," which dictates that only those interdicted Haitians who physically or verbally resist repatriation receive an asylum screening.
