HIAS Congratulates Julieta Valls Noyes on Confirmation as Assistant Secretary of State for PRM

SILVER SPRING, Md. — HIAS congratulates Julieta Valls Noyes on her confirmation to be the new Assistant Secretary of State for the Bureau of Population, Refugees, and Migration (PRM), a position which has been vacant since 2017.

“My parents and members of my extended family entered the United States as refugees from Cuba sixty years ago and later became proud American citizens,” Noyes said during her confirmation hearing last year. “Our family is profoundly aware of the debt we owe this great nation.”

Previously, Noyes was U.S. Ambassador to the Republic of Croatia, and served as a Deputy Assistant Secretary, where she managed relations with Western Europe and the European Union,

“This confirmation is needed now more than ever, with 3.8 million people from Ukraine having fled the country last month and humanitarian crises continuing around the world in places like Afghanistan, Yemen, and Venezuela,” said HIAS President and CEO Mark Hetfield. “With more than 84 million displaced people globally, over 31 million of whom are refugees, the assistant secretary’s work is imperative to ensuring that the United States reestablish itself as the global leader of refugee protection, doing all it can to assist refugees in need.”

“Only in America could the daughter of refugees become Assistant Secretary of State with the responsibility for refugee policy,” Noyes tweeted after her confirmation.
